Nuclear Programs

Nuclear Security
Advisory

Program-level advisory for nuclear weapons programs and civilian nuclear power facilities — from physical protection system design through security culture and regulatory alignment.

Few categories of asset demand a higher standard of protection than nuclear material and nuclear facilities. GTS's nuclear security advisory practice draws on our leadership team's direct, hands-on experience across both nuclear weapons programs and civilian nuclear power — a combination few advisory firms can offer.

Our work is structured to align with the internationally recognised guidance nuclear operators and regulators already reference, including the IAEA Nuclear Security Series (NSS), the Convention on the Physical Protection of Nuclear Material (CPPNM) and its 2005 Amendment, and the Design Basis Threat (DBT) concept national regulators use to define what a facility's protection system must be capable of defeating.

Rather than delivering generic recommendations, GTS advisors work alongside client security, operations, and regulatory-affairs teams to build a program that is defensible to an inspector, sustainable for the facility's own staff, and proportionate to its actual risk profile.

A System Only Works if the Culture Sustains It

IAEA-Aligned

Structured against IAEA Nuclear Security Series guidance and the CPPNM framework operators already answer to.

Design Basis Threat

Every recommendation is benchmarked against a facility's defined — or newly developed — DBT.

Security Culture

Assessing whether people, not just systems, actually sustain the protection program day to day.

Confidential by Default

No client names, sites, or program specifics for nuclear engagements are ever published.

What We Deliver

Program-Level
Advisory

Every nuclear security engagement begins with a facility- and program-specific review — never a generic checklist. GTS advisors assess the existing protection system against the categorisation of the material or facility in question, identify gaps against applicable guidance, and prioritise recommendations by risk and feasibility.

Where a client is building a new program, GTS provides staged support: from initial policy and DBT development, through system design review, to the training and performance-assurance work needed to sustain the program long-term.

Core Deliverables
Design Basis Threat development & review. Structuring and stress-testing the threat basis a program is designed against.
Physical protection system gap analysis. Benchmarking detection, delay, and response capability against IAEA NSS recommendations.
Security culture assessment. Evaluating whether a well-designed system is actually sustained in practice, per IAEA NSS-7 guidance.
Material control & accounting advisory. Support on accounting, containment, and surveillance measures for nuclear material.
Insider threat mitigation program development. Policies and personnel reliability measures for the most significant risk category any program manages.
Regulatory liaison support. Preparing facilities and national authorities for IAEA advisory missions and peer reviews.
Emergency preparedness & response coordination. Aligning security response planning with facility and national frameworks.

Our Approach

Defensible.
Sustainable. Proportionate.

Where a client is building a new program — such as a nuclear weapons program establishing physical protection standards for the first time, or a civilian operator preparing for an IAEA advisory mission — GTS provides staged program development support, ending with the training and performance-assurance work needed to sustain the program long after our advisors have moved on.

Technology Detects and Delays. People Respond.
Nuclear security advisory engagements are handled with the strict confidentiality the subject matter demands. GTS does not publish client names, site details, or program specifics for nuclear engagements under any circumstances.
